平潭为我国第五大岛,2009年福建省成立平潭综合实验区,定位为“两岸人民合作建设、先行先试、科学发展的共同家园”,规划到2030年,“将平潭建设成为开放活力岛、国际旅游岛、科技智慧岛和生态宜居岛”。
Pingtan is the fifth largest island in China. In 2009, Pingtan Comprehensive Experimental Zone (CEZ) was established, and as “the common home of cross-straits people”, it is expected to be an open, energetic tourist destination and ecological, livable island in 2030.
竹屿湖位于规划的平潭综合实验区的核心——岚城组团和城市外围的自然山体之间,岚城组团具有商务会展、金融保险、行政办公、购物休闲和生活居住等多重功能,是新城最具有吸引力和活力的核心区。外围的自然山体连绵起伏,一直延续到海边。独特的区位决定了竹屿湖的景观应具有交接地带的双重特质:城市生活的活力和自然环境的纯净。
Zhuyu Lake is located in the core of Pingtan CEZ —— between Lancheng City and its surrounding hills. The future Lancheng City will be the most appealing and vibrant area in Pintan with multi-functions, including business, conference, finance, administration, shopping, leisure and residential. Its surrounding hills roll up and down and extend to the sea. The unique location implies that future Zhuyu Lake should have dual characteristics, the vitality of urban life and the purity of natural environment.
竹屿湖环湖景观由岛屿系统、水系统、植被系统和服务系统组成。竹屿湖所在的平潭中部区域,地势总体平坦,但有座座小孤峰突起于地平之上,如同海中的岛礁,设计抽象地再现了这种极富特征的地貌形式。岛屿系统由丘岛、生态岛和滩涂组成,作为背景山体向竹屿湖的延伸,也是水质净化、生物栖息场地,同时也为未来不确定的发展预留了使用的可能。
The future Zhuyu Lake consists of four systems, islands system, water system, vegetation system and service system. The site is mostly flat, only with a few rising hills,islands in the sea. So we propose to reproduce this kind of topography abstractly. This islands system, composed of isles, ecological islands and mudflat, extends from the surrounding hills to Zhuyu Lake. It is not only a place for water purification and habitat, but also as a reserved land for uncertain future urban development.
作为海岛,平潭的淡水资源比较缺乏,面对城市跳跃式发展,淡水的收集、净化和循环利用更显必要。规划分析了竹屿溪的水质、水量、周围山体的补水和新城防洪要求等限制条件,确定了竹屿湖的水位、容量和水体形态。规划的水体和山体边界相互交错,尽可能对环湖地区尤其是南部山区的雨水进行了收集,并通过湿地有效净化后排入主湖,使得竹屿湖具有城市防洪、非饮用水水源和休闲游览等多重功能。
As an island, freshwater is scarce in Pingtan. So, the collection, purification and circulation of freshwater become important and necessary. By analyzing the existing limitation conditions such as water quality, water quantity, water source and flood-control, we propose the water line, storage capacity and morphology of Zhuyu Lake, which will have a good relationship with surrounding hills. Most of rainwater, especially in the southern hills area, will be collected and purified efficiently before flowing into the main lake. This will bring Zhuyu Lake multiple functions, such as flood control, non-drinking water sources and recreation.
植被系统的规划主要面临两个挑战:场地土壤沙化盐碱化以及每年长达数月的大风。规划提出分时段、按步骤,加快植被自然演替的种植方式,由适应性较强的少数先锋树种逐步演替为层次丰富的乡土植被体系。
Desertification and salinization of soil and months of winds every year are the two issues threatening the vegetation system. So we propose a succession strategy which suggests the planting management will start from pioneer species and gradually evolve to native vegetation system.
服务系统包括了各种活动广场及相关设施、步行及电瓶车体系、各类服务建筑等。规划在竹屿湖北侧比较集中地布置了服务设施,融化岚城组团与竹屿湖的界限,丰富了城市和环湖界面,使得城市的活力渗透进入公园。服务建筑的设计也整合了室内外空间、屋顶和外部交通体系,建筑体量虽大,却有机的融入环湖景观。
Service system includes a variety of squares and related facilities, pedestrian subsystem, electromobile subsystem and service buildings. Most of service buildings are arranged in the north, enriching the interface between Lan City and the Lake and bringing urban vitality into the park. These service buildings are organically integrated into the lake landscape, and combine the indoor/outdoor spaces, rooftop and external transportation system together.
由四大系统叠加形成的竹屿湖环湖景观为公共生活提供了舞台,创造了多样化的滨水环境,成为了平潭绿色基础设施的核心,从而构建了城市与自然的和谐。
With the superposing of the four systems, Zhuyu Lake Park provides a stage for citizen life, creates a diversified waterfront environment, shapes the core of Pingtan green infrastructure and brings the city harmonious back to nature.
