哈尔滨南拓公园位于哈南工业新城起步核心区，面积约16ha。地势南高北低，东部有约20m的高坎。公园南、西、北三面均为城市道路，东部为待建居民区，中部被城市道路穿越。一条季节性的小水系自南向北穿越公园。

Harbin Nantuo Park is located in the starting core area of Hanan Industrial New Town, with an area of 16 ha. The terrain is gradually getting higher from north to south, with a high ridge of about 20 m in its east. The south, west and north sides of the park are all urban roads, the east is a residential area waiting to be built, and the middle is crossed by the urban road. A small seasonal river system crosses the park from south to north.

2011年，多义景观接受委托，完成了公园的概念设计。方案将公园作为整个城市新区绿地系统中的一个节点，通过水系、道路和植物，将公园与基地南北两个方向的城市绿地有机地联系起来，构筑一条完整的城市绿带。设计充分考虑了哈尔滨的季节气候特点，结合现有复杂的地形变化和水系，将公园塑造成四季分明，自然温馨，尺度舒适，具有极高艺术水准的市民休闲、运动和健身的公园，为新区的居民提供多样化的活动空间。公园还有合理的穿越路径，为周围的居民去交通枢纽和商业中心提供了便捷的步行系统。

In 2011, the Atelier DYJG was commissioned to complete the conceptual design of the park. The plan regards the park as a node in the green space system of the whole new urban area, and organically connects the parks with the urban green spaces in both directions of north and south of base through water system, roads and plants, to build a complete urban greenbelt. The design takes into full consideration of the seasonal climate characteristics of Harbin, combines the existing complex topography and the water system, and forms the site into a park with four distinct seasons, natural warmth, comfortable scale and high artistic standard, which provides the residents of the new district with diversified space for activities. The park also has reasonable access routes, providing a convenient walking system for nearby residents to reach transportation hubs and commercial centers.
